There are two reasons why this strongly appears to be a backwards copy. First when the text was first introduced here it was missing the "at least" which was introduced here and is on the other website. Second waybackmachine has the page archived from 7 Oct 07, i.e. after we have the text, and the page then does not include the text in question. The copyright notices on the page also suggest it may have been overhauled in 2010 which is when I suspect the text was introduced.
The anchors may have been removed, renamed, or are no longer valid. Please fix them by following the link above, checking the page history of the target pages, or updating the links.
